INTRODUCTION

1.1 Background of the study

The National Higher Education Fund Corporation (PTPTN) was established under the National Higher Education Fund Act 1997 (Act 556) and is effective from 1st July 1997. PTPTN become operational on 1st November 1997 at Bangunan Wisma Chase Perdana, Off Jalan Semantan, Damansara Heights, Kuala Lumpur.

The National Higher Education Fund Corporation (PTPTN) was established to help students gain entry to Higher Level Institutions of Education in Public (IPTA). This PTPTN Study Loans programme is focused mainly on students who have gained admission to local universities or private colleges but are unable to further their studies due to financial constraints.

The main function of PTPTN is to manage disbursement for the purpose of higher educations, and to collect loan settlement. The other function is to collect deposits, design and offer saving schemes for the purpose of saving for higher education and the last function is to carry out any other functions given to the PTPTN under any written legislation.

PTPTN will evaluate the financial background of the applicant's family before approving the application. Decision made by the authority is final. No correspondence will be entertained.

As stated in the functions of PTPTN, the loans are given to the student to help them during their study period. However, most of the students use the money to do something that is not related to their studies. That's why most of the students are facing financial problem during their study.
As public, we cannot argue that PTPTN play an important role in helping student. However, the disbursement of the loan not only gives a positive impact to the students but they will face many problems in the future. One of the examples is when the students finished their studies; they have to pay back the amount of principal plus interest and administrative charges. So it will become as a burden to the students and it limits many options of their live after graduation.

1.2 Statement of the problem

Recently, most of the students in Higher Level Institutions of Education in Public (IPTA) and Private (IPTS) are depending on The National Higher Education Fund Corporation (PTPTN) loan because it is one of the sought loans one can get. The usefulness of the loan has made more students become heavily dependent on it without thinking about the negative impacts that it could bring to their life in the future.

By looking at the current situation, most of the time peoples are discussing about the non-effectiveness of the loan granted. Peoples are asking either PTPTN is still relevant or not in the near future. Some of the borrowers realize that there are some disadvantages of applying PTPTN. Some of the disadvantages are borrowers have to pay more in the future; their names may be blacklisted if they fail to pay back the loans and it also will lead to emotional problems like depression.

1.3 Purposes of the study
1) To know the negative impact of PTPTN to the students.
2) To determine whether they can survive or not without PTPTN.

1.4 Objectives of the study
The objectives of this study are:
1) To find out if the loan is fully utilized for education purposes.
2) To explore either PTPTN serve as the best solutions to the
students.
3) To investigate the usage of PTPTN among students in one
semester.
4) To present ideas of other financial alternatives rather than PTPTN.
5) To find out the financial constraints faced by borrower to service their loan.
1.5 Research questions
Objective 1
To find out if the loan is fully utilized for education purposes.
Research Question 1
1) What are the purpose of applying PTPTN and how they are utilized?
2) As a UiTM student, how much loan is needed to continue your studies in UiTM?

Objective 2
To explore either PTPTN serve as the best solutions to the students.
Research Question 2
2) Does PTPTN serve as the best solutions to the students?

Objective 3
To investigate the usage of PTPTN among students in one semester.
Research Question 3
3) What are the usages of PTPTN among students in one semester?

Objective 4
To present ideas of other financial alternatives rather than PTPTN.
Research Question 4
4) What the other financial alternatives to students?

1.6 Significance of the study

Even though currently is most of the students are depending PTPTN loan, the findings of this study are important to help students to finds out the disadvantages of PTPTN, that students could have experience negative implication after they graduated and to investigate the students level of awareness of this problem. With the information at hand, more extensive studies could be planned for the futures. This study will also give some perspective to students to make proper planning whether or not they can study without PTPTN.

1.7 Scope of the study

This first study, on the issue of PTPTN loan and its negative effects to the students, involves the participation of 50 PTPTN’s applicants who are studying in UiTM City Campus Melaka. The respondents, who are studying degree level, will be randomly selected by the research team. The data collected via questionnaire were distributed from 4th Ogos 2008 to 22nd Ogos 2008 this year.

CHAPTER 2
LITERATURE REVIEW

2.1 Introduction

Recently most of higher learning institution’s students are depending on PTPTN loan to support their study in universities. Even though there are many other sources to get financing for their study, but this loan is more preferable among all the IPT's students. Some of the students apply for this loan without making a background research about PTPTN. They do not know what are the advantages or disadvantages of this loan. They also do not know what is the consequence or effect to their life in the long run.

2.2 Basic data on loan

According to Macmillan English Dictionary (2002) loan can be defines as an amount of money that a person, business, or country borrows, especially from a bank and education can be defines as the activity of educating people in schools, colleges, universities, and all the policies and arrangements concerning this or the process of providing people with information about an important issues.
The Public Services Department's statistic shows that 10 percent of its over 100,000 student-borrowers have not paid a penny on their loans. Some of the defaulters had completed their studies over 20 years ago. The government through MARA, JPA, and others has disbursed the colossal sum of over RM12 billion over the years. Additionally, the GLC National Higher Education Fund (PTPTN – its Malay acronym) had given out nearly RM19.06 billion to 982,000 borrowers since its inception.
Giving loans for students to continue their education is good investment. The rate of returns to the individual as well as to society is more than justifies such investments. Beneficial though student loans are this does not mean that the government should be doing the actual lending. Malaysia would do well to learn from the experiences of other countries.
In America, the government is not directly involved in the student loan business. Instead it merely provides the regulatory and administrative framework: the loans are given out and collected by participating banks and other lenders. The government determines the maximum amount of loan for which the student would qualify, and caps the interest rates and other terms of the loans. This in effect is an indirect subsidy. There is also only one application form, thus simplifying and reducing the administrative costs.
The government does give out direct student loans (a program comparable to the Malaysian one), but that constitutes only a very small fraction of the program and applies only to the needy. Likewise, student’s could bypass the government's program and borrow directly from private banks and be subjected to the bank's regular credit and lending criteria.
Nellie Mae (1988) issued a report on its first National Student Loan Survey (NASLS). The study concluded that an overwhelming majority of borrowers believed student loans significantly increased their access to and choice among postsecondary institutions, and most borrowers believed the benefits they received from a college education were worth the costs of student loans. Follow-up surveys of borrowers in repayment in 1991 and 1997 revealed similar results. However, because the 1997 report did not fully reflect the impact of the dramatic rise in student borrowing in the mid-1990s, it is important to revisit the question of the appropriateness of current borrowing patterns. Comparing results of this survey with the findings of the surveys conducted in 1987, 1991, and 1997 allows for analysis of trends in debt levels and borrower attitudes over a 15-year period.
According to Bruce Chapman and Chris Ryan (2003), an education loan is risky for a bank because, in the event of default the bank has no collateral to sell. This implies that, without a guarantee of repayment, banks will not be interested in the underwriting of human capital investments.

Thus prospective students without sufficient financial resources to cover fees will not be able to enroll. There will be three important consequences: a loss of talent, and thus a cost to the society; a foregone opportunity to affected individuals; and a cementing of the nexus between family background and a person’s lifetime income, meaning that such a system is regressive in an inter-generational context.
A possible solution to the capital market problem described above is used in many countries and involves government-assisted bank loans to students with low family incomes. The most important form of public sector support is the guarantee of repayment of the debt to the bank in the event of default. While this seems to address the capital market failure, there are several remaining problems.
Sandy Baum and Marie O'Malley (2002) reveal that education debt burdens remain manageable for most borrowers. A clear, majority of those in repayment report that the benefits of the educational opportunities made possible through borrowing are well worth any problems associated with paying off the loans. There are, however, indications that negative attitudes towards education debt are increasing over time. Moreover, borrowers from low income families are more likely than others to report repayment difficulties, even when controlling for current incomes and debt levels.
Woo (2002) reviewed the literature and found borrowers who have ever been in deferment or forbearance are less likely to default, perhaps because borrowers who are organized enough to follow through on using deferments are also better able to handle repayment in general. He also stated that borrowers who went into delinquency more than once were more likely to default. Each period of delinquency increases the borrower’s chances of default by 4.8 percentage points, which is almost 50 percent of the original probability.
Besides that, lack of knowledge about repayment is not a strong factor in default: 93 percent of borrowers surveyed realized the loan had to be repaid. However, one in four was confused by the repayment process, and three out of four were not aware of loan deferment options (Volkwein et al. 1998).
Although the opposite would seem to make more sense, borrowers with high indebtedness are actually less likely to default than borrowers with low indebtedness, perhaps because high indebtedness is associated with more schooling and thus more success, which is the main variable associated with low default (Woo 2002).
Recent evidence shows that borrowers who take out $5,000 or less in loans default at a considerably higher rate than all other borrowers. Not surprisingly, borrowers who take out small loan amounts are more apt to stay in school a short time and have lower graduation rates than other borrowers. That is, the loan amount is a partial proxy for education attainment (Steiner and Teszler 2003).
Other studies also found that the amount borrowed has either no effect or a beneficial effect on repayment. Having higher indebtedness is associated with lower default rates, perhaps because higher levels of indebtedness resulting from additional years of schooling and degree attainment allow borrowers to compete more successfully in the labor market for jobs and income (Volkwein et al. 1998).

2.3 The disadvantages of ptptn

The PTPTN (National Higher Education Fund Corporation) loans have helped tremendously a huge number of needy university students in completing their degree study. However, after their graduation, all loan receivers ought to refund the PTPTN as soon as possible. Perhaps the PTPTN has to compel them to refund a fixed amount of RM50 per month whether they have got a job or not. This is responsibility. Somehow the graduates have to start their repayment. If graduates delay in refunding the PTPTN, the revolving fund will get smaller and that means less people would be able to get the necessary loan for their tertiary education. When the PTPTN list came out in newspaper the other day listing those graduates who have somehow shirked their duty of repayment, many people’s felt a little uneasy. Perhaps many graduates have experienced problem in getting a job, but they must inform the PTPTN regarding their predicament. The borrowers cannot just keep quiet like that, hoping that everything would be forgotten. On the other hand, most of the borrowers are hoped that the PTPTN would cancel their administrative charges if a graduate is able to pay back twelve installments (as fixed by the PTPTN) in a year. The PTPTN should also understand the problems of graduates - their initial pay may be low and their work tenure may be short. So allow them to pay back twelve installments within one year and charge them no additional administrative charges. The interests payable are heavy enough for them to shoulder.

RESEARCH METHODOLGY

3.1 Introduction

Methodology is a description or the procedures employed in order to achieve the objectives of the study. The main purpose of the research is to investigate the disadvantages of The National Higher Education Fund Corporation (PTPTN) to IPT’s students. Thus, in order to assess and evaluate the perception of students, a branch campus of UiTM situated in City of Melaka with 3000 student’s population. Data for the research were collected through questionnaire. The data also had been collected through primary and secondary data.
Primary data are the data were originated by the researcher for the specific purpose of addressing the research problem on the research. In the case to getting the primary data to the purpose of the research, the researchers choose a few methods to collect this primary data.
The secondary data is actually the data that already exists. For this study, the researcher collects the secondary data before collecting the primary data. Secondary data are usually historical and they do not require access to respondent or subject. Getting the secondary data is also faster than getting the primary data. Secondary data are less expensive if comparing to the primary data.
In order to approach the research problem, secondary data needed to be obtained prior to primary data. It can easily obtain, accessible and relatively inexpensive. The secondary data provides supportive information that cannot be getting by primary data. During this research, the secondary data gathered from internal and external sources.
Sampling can be defined as the process of selecting a sufficient numbers of elements from the population. The reason for using a sample rather than collecting the data from entire population is fairly obvious. In research that involves several hundreds or even thousands of people, are impossible to collect data from every single of it.

3.2 Respondent of the study

The respondent of the study were student undergraduates from different courses of UiTM Melaka City Campus that had been chosen. In August 2008, a total 50 questionnaire were distributed at different faculties of the university. A total of 50 students from various faculties at UiTM Melaka City Campus returned the questionnaires. Of these numbers, 39 were female while the rest 11 were male.

3.3 Research instrument

This research utilized the quantitative research methodology. The instruments were questionnaire. The structured questionnaire was prepared and given to a sample of population and was designed to get specific and accurate information from selected respondent.
In this research, there are three question are been used in order to designed the structured question. A set of questionnaire containing 20 questions divided into three sections. The sections of questionnaire were 1) demographic information, 2) resources about PTPTN and usage of PTPTN among students, 3) perception of students towards PTPTN charges and administration cost, 4) and opinion and suggestion.
The questionnaire was designed using open-ended question because these types of question give opportunities to respondent to give their ideas, suggestions, comments or even opinion. The respondent may give their opinion, suggestions, comment or ideas based on the options provided in the same questionnaire through the multiple choice question sections.
The questionnaire was designed to gather the necessary data in order to relate to the studies that were done by the researcher, the perception of students towards PTPTN loan. The questionnaire was tailored to the overall objectives and to avoid deviation of the data.

3.4 Research proposal

Before the actual data collection period, a pilot study was conducted to assess the validity of the research instrument. All of the groups member were involved in the pilot study chosen at random at various course offered in UiTM Melaka City Campus.
During the actual study, the questionnaires were distributed to the student at different course such as finance, accounting, administration science, TESL and international business. Respondent were approached with an initial question of whether they satisfied with the administration charge by PTPTN.

3.5 Data analysis

The raw materials or data which was collected will be edited, coded and categorized. Then all the raw data will be key in into Statistical Package for Social Science (SPSS) software. Result was presented through frequency counts and other descriptive statistics.

4.2 Discussions/Analysis of Findings

CONCLUSIONS

5.1 Overview of the study
This research investigates the disadvantages of The National Higher Education Fund Corporation (PTPTN) to UiTM Melaka City Campus students. Primary data were collected by randomly distributing questionnaire to 50 respondents.

5.2 Restatement of Objective
Returning to the research questions at the beginning of this study, it is now possible to state that there are most disadvantages of PTPTN to students rather than benefits.

5.3 Review of the findings
The following conclusions can be drawn based on the findings of the study:
1. This study has shown that most of the respondents used the loan for entertainment and not fully utilized for education purposes.
2. The major findings of the research is that most of the respondent has difficulties in getting information about method of repayment the loan.
3. The result of the investigation shows that most of the student use the loan to buy hand phone and go shopping.
4. One of the significant finding which emerges from this study is that the interest charged by PTPTN is not reasonable because it is quite high and burden to a student to pay back.
5. This study has shown that most of the student gets their loan at the end of the semester due to non-effectiveness of their administration.

5.4 Limitations of the study
This finding is only true for UiTM Melaka City Campus and cannot be generalized to other university students. The same study need to be conducted with students from other universities to see if there are any similarities with the usage and perception about PTPTN.

RECOMMENDATIONS
6.1 Recommendations based on findings

Based on the findings and conclusions of the study, the following are several recommendations to be considered:
PTPTN itself should reduce the amount of loan given to the borrowers.
PTPTN itself should increase their marketing strategy in order to give more information to the students.
Reduced the administration charges to students because its burden the student with debt.
Students should find another alternative such as scholarship from MARA, JPA, or Tabung Amanah. PTPTN is the lender of the last resort.
Students itself should control their spending and used the loan more on the education purpose.
Student should manage their financing activities wisely such as invest in Unit Trust, save in saving account.
The process to debit the money to the student’s account must be done as soon as student registered for every semester because easy for them to pay their university fees.

6.2 Recommendations for future research

Since this study had only focused on UiTM Melaka City Campus, it is recommend that further studies should be carried out on students from other universities to see whether there are any similarities in the findings. Furthermore, further research could also explore other disadvantages of PTPTN to students. Other research also should be done in order to find other financial alternatives rather than PTPTN.

Recession is coming!!!

Make your own judgment, don't panic !! Do what is wise.

The recession looks very eminent. It is really time to take pro active steps to avoid a painful time in the next two years which is how long the recession is expected to last.

Suggestions:
1. Don't take any loans, buy homes, properties with loans, or even cash. Keep as much cash as possible.
2. Pay off as much of personal loans, private loans, as debt collection will be hastened.
3. Sell any stocks you can even at lower prices.
4. Take money off from Trust Funds.
5. Don't believe in huge sales forecast from customers, be extremely prudent, lowest inventories, reduce liabilities.
6. Don't invest in new capital.
7. If you are selling homes/ properties/ cars , do it now, when you can get good prices, they are going to fall.
8. Don't invest in new business proposals.
9. Cancel holiday plans using credit cards.
10. Don't change jobs, as companies will retrench based on 'last in first out'.

Stay cool, wait, and if you took all of the above actions and more, you probably will be better off then many.

This is not a rumor.

Bear Stearns is the first of many banking and financial institutions that will start falling in the not too future. If Bear Stearns can fall, so can JP Morgan, Citibank, HSBC, and the whole world.

US economy falls, the rest will crumble. India and all those self economies will be the most protected, but not gullible. Europe may be a little stronger, but not China , another giant!

Malaysia will see significant impact.

open house umah ween BEST!!!

ween wat satay utk kitorg...
wat senirik lak tu...

way 2 accumulate wealth

Wut do u think bout the financial formula???

Many people think dat the result is the same no matter we save 1st @ spend 1st.

In actual fact, one will not b able 2 save if he/she keeps spending later...

If we spend b4 deciding the amount 2 save, there is a very high chance we live w/out any savings.

That's y we always hear people complaint "money not enough".."No money"..

We fail 2 plan n the consequences is financial failure..
